We will have to disagree on exactly what Paul is saying in chapter 10. The discussion about the place of the Jews in chapters 9-11 is crucial to the whole letter. The three chapters deal with the tension between Jew and Gentile. Chapter 9 deals with Israel's past selection by God, chapter 10 is dealing with Israel's present stubbornness and chapter 11 is dealing with Israel's future salvation. In particular he says that one day all Israel will be saved. For the last 2000 years there have always been a few Jewish believers in Jesus.
